Since large institution's PKIs failed or are dormant, one must expect more
public key certificates be put on personal home-pages irrespective of whether
the serving httpd is ssl-enabled or not.
This because the biggest use of certificates in short and mid-term is likely to
be e-mail (thawte free-mail certificates and self-signed certificate managed
like pgp's "web of trust").
