RFC 2616 is too messy when it comes to distinguishing normative/universal statements from informal/limited comments. Should every quoted string be parsed as such? Hard to say. Should an invalid Connection header be handled in some particular way? Unknown. I think we agree that the current resolution of this bug report is that it would be benefitial for Apache parser to parse quoted strings in headers as single words. Not [just] for compliance reasons, but for compatibility with [possibly broken] agents. If we come across an HTTP header where quoted strings are legal AND where mis-parsing them can be detected, we will submit another bug report.
