When compiled, Apache stores away the default setting of DEFAULT_USER, which is
'nobody'. When Apache first starts up, it bootstraps its configuration using
that setting. If you need to change that, you will need to recompile with
something like :

   CFLAGS="-DDEFAULT_USER=web"

to change the compile-time setting.
