Not sure if this is mod_rewrite's fault or not, that's where I saw the symptom.

I was upgrading my 1.3 config to 2.0.40/redhat 9 errata (current as of 
yesterday).  

The rewrite rules weren't working at all, I couldn't even get a rewritelog
created with the loglevel at 9.  The rest of the virtualhost config was working
OK.  mod_rewrite shows on the server-info page, proper loadmodule directive, 
etc.

I moved the virtualhost config files from conf.d to conf and put an Include in
httpd.conf there, and everything immediately started working just as I'd expect.
