Steps to reproduce: Use Windows 2000, Advanced Server and download a file from localhost. Performance is good. Download a file using a networked machine, and performance gets stuck to about 600kbyte/sec (10mbit network). IIS gets +/- 980kbyte/sec. Platforms; Windows 2000 Advanced Server. GA, SP2 and SP3 all show the same problem. QoS, difference in hardware, servicepack, are all excluded. WindowsXP does not exhibit this behaviour.
