You're seeing the problems, because the particular directives span buckets or brigades. There was a rewrite of the whole module in 2.1 which was backported to 2.0 (with some changes to keep the api consistent). You might want to test out this patch: <http://cvs.apache.org/~nd/ssi-redesign20.patch> (about 70k) But be warned, it's not finally reviewed yet, so use it at your own risk.
