I use Apache with mod_ssl, mod_rewrite and suEXEC. The SCRIPT_URI is enabled in suexec.c. This is a critical issue. Since HTTPS is not available when accessing via http://, there no other way to determine whether the access method is http:// without checking the SCRIPT_URI.
