The request is that apachectl would not only trigger a different configuration tree (how you interpreted the request) but ALSO... that you could pass an arguement to apachectl triggering a *different* apache httpd binary and dependent libraries (envvars) path. This could be used, for example, to launch one of two binaries (e.g. one built event mpm, one built with plain old worker mpm).
