So I did:

Test5 (only v10 applied, no SSL):
    - rsync through proxy_connect: OK

Test6 (only v10 applied, no SSL, netem):
    - rsync through proxy_connect: OK

Test7 (v10 and v2 applied, no SSL):
    - rsync through proxy_connect: OK

Test8 (v10 and v2 applied, no SSL, netem):
    - rsync through proxy_connect: OK

So it definitely seems to be necessary that the frontend connection uses SSL
for the stalls to be triggered.
