Proposed patch for trunk
This enhancement allows users to specify a per-directory configurable timeout
similar to CGIDScriptTimeout to mod_cgi called 'CGIScriptTimeout'.
CGIScriptTimeout defaults to value specified by Timeout if not set or it is set
to 0.
