Uhm, yeah. That is certainly an opinion you have there.

It is true, that status codes for a HTTP/2 connection are sent on as-is.
HTTP/1.1 protocol handling is more strict in only supporting official status
codes.

You can see that this is intentional when you look at
modules/http/http_protocol.c

It can be debated, if HTTP/2 should not adhere to the same level of strictness
here. But so far, no one else has complained.

Are you on a theoretical tangent here or can you explain the various use of
upper case expressions with a real-life use case?
