When using mod_proxy_http2 and proxying to an h2 backend, the configuration
ProxyErrorOverride On does not work as expected (tested with
mod_proxy_balancer).
In this case, the repsonse from the backend application is not overridden by
Apache httpd.
Changing h2:// to https:// works around the issue by downgrading HTTP version.
