RFC 9113 section 3.3 still requires HTTP/2 over TLS to be negotiated via ALPN only, and this is still reproducible on current trunk (verified with a build). Restored the 2016 fix (r1740075) that got reverted in r1748591 only for lack of a 2.4.x backport, not because it was wrong.
