Use of Retry-After is recommended in RFC 8555 but not handled in mod_md; this
in fact triggers various pebble race conditions in CI, but is also generally a
good idea.
It would be nice to have a generally usable API for parsing retry-after in
httpd and to use it in mod_md. HTTP spec for the header:
