The powers that be are probably already aware of this, but if not...the US mirror for www.openbsd.org is very out of date. It announces that 5.4 was released on November 1, 2013.
When I go to www.openbsd.org and click the 'US' link at the bottom, my browser goes here: http://openbsd.fries.net/ The other mirrors look good, except that www.jp.openbsd.org is down.
