        top command reports wrong CPU usage before being refreshed after the 
delay.
        This is problematic in batch mode because the output is always wrong

>How-To-Repeat:
        top -1b always display the same cpu usage

        using top in interactive mode also always display wrong cpu usage 
before being refreshed (same cpu usage as batch mode)

>Fix:
        I don't have a fix
