Unfortunately same error still present even I go via route 6.1 -> 6.2 ->
6.3.

The right way to upgrade from 6.1 to 6.3 is to upgrade 6.1 to 6.2 and then
6.2 to 6.3. Updating 6.1 => 6.3 isn't officially supported and can lead to
unknown situations like this.
