I don't understand this. We have 500+ ports that use autoconf 2.69 at
build time (and more that use a configure scripg pre-generated with
2.69), many of which use libtool. For most of these there's no problem
at all with the libtool in base; a handful use GNU libtool from ports.
This is the first time I think anyone has suggested on OpenBSD mailing
lists that the current version of autoconf needs newer than this.

Generally it's not preferred for things in base (though it's usually
kept for things which are frequently updated from an outside source).
For ports there's no discouragement.
