I have a host (desktop) with em(4) network card.

This host has both ipv4 and ipv6 connectivity. I have regulary a problem to
connect to it using ipv6, whereas it works reliabily with ipv4.
Usually, I need to connect with ipv4, ran tcpdump while trying to connect with
ipv6, and it works.

If I ran tcpdump -p (Do not put the interface into promiscuous mode), I see
nothing. It seems the first packet (neighbor solicitation) isn't considered to
be delivered to the host.
I have this behaviour only on this host (sole with em0 on my network).

I have two ipv6 addresses: one public and one local to the network (to be able
to connect to it using ipv6 even if upstream is dead and public prefix not
advertised anymore).
