This should be fixed by the backout "revert pf.c r1.1152 again: move pf_purge out from under the kernel lock" https://marc.info/?l=openbsd-cvs&m=166940767311680&w=2 The bug was also discussed here: https://marc.info/?l=openbsd-bugs&m=166905853605995&w=2 The latest amd64 snapshot should already contain the backout, if not wait for the next one or compile a kernel containing pf.c 1.1156.
