Have you tried a -current snapshot?  I made a lot of improvements to the
pagedaemon post 7.6.

What you're experiencing is the degenerative behavior of the current
pdaemon due to the choice made years ago to partition the memory into
"low" and "high" pages.  While this change might have been a good idea
at the time it is clearly not with the amount of RAM present in "modern"
machines.  There's nowadays too much pressure on "low" pages.

Please let me know if -current improves your usage.  I have had many
positive reports in the past months.
