I wanted to post an update on this.
I ran the patch on a 7.9 host for a few days with two Bitcoin nodes
syncing. I had no problems.
I also ran a Bitcoin node on Odin, the unpatched 7.9 host, and didn't
have any issues.
Unfortunately, the test just lasted a few days. I had a strange router
crash and went camping, so stopped the Bitcoin nodes in case the router
crash was somehow related to the heavy traffic.
(OpenBSD 7.8 -- whole system ran out of file descriptors??? Login on TTY
gave errors finding libraries. Rebooted and came back fine, so I upgraded
to 7.9.)
Potato ran for about another week before running into the same issue.
A much lighter server than a syncing Bitcoin node!

For my next test, I'd like to migrate potato to Bragi, which is the
7.9 host running with the patch. If it can run for a couple of weeks
without incident, maybe it fixed it?
Unfortunately, no conclusive data yet, just that I've had no issues
with the patch so far. I was hoping the Bitcoin node would trigger
the bug way faster, but it didn't seem to. So "potato" is currently
my litmus test.
