Hello,

we use rate-limiting for http(s) traffic on some servers. Once a day
the contents of the table gets get saved and marked for cleanup:

10 1 * * * /sbin/pfctl -t redirect -T show >
/home/user/redirect-tables/redirect-table.$(date +\%F).txt
15 1 * * * /sbin/pfctl -t redirect -T expire 86400

rate limiting rules:
pass in on $ext_if inet6 proto tcp from any to $bgp_ip6 port { www, https }
keep state \
        (max-src-conn 20, max-src-conn-rate 50/5, overload <redirect> flush
global)
pass in on $ext_if proto tcp from !$our_fw to $bgp_ip port { www, https } keep
state \
        (max-src-conn 20, max-src-conn-rate 50/5, overload <redirect> flush
global)

we switched that to using 2 tables, redirect and redirect6:
pass in on $ext_if inet6 proto tcp from any to $bgp_ip6 port { www, https }
keep state \
        (max-src-conn 20, max-src-conn-rate 50/5, overload <redirect6> flush
global)
pass in on $ext_if proto tcp from !$our_fw to $bgp_ip port { www, https } keep
state \
        (max-src-conn 20, max-src-conn-rate 50/5, overload <redirect> flush
global)

which made the problems appear less often.

We have been running this rate limiting from 2022-2023 without problems
and restarted using it 4-5 days on 7.8 before upgrading the machines to
7.9. None of them showed any problems in that period before the update
which however may be just luck. The problems started after the upgrade
to 7.9.
Every 2-3 days we get
pfctl: Inappropriate ioctl for device
for above tasks.

Doing it by hand gives the same result.
# pfctl -t redirect -T show
pfctl: Inappropriate ioctl for device
Flushing may work or lead to a crash (see below):
# pfctl -t redirect -T flush
109 addresses deleted.

We also experienced crashes on those machines.

The crashes also happen after we changed crontab to:
#10 1 * * * /sbin/pfctl -t redirect -T show >
/home/user/redirect-tables/redirect-table.$(date +\%F).txt
#15 1 * * * /sbin/pfctl -t redirect -T expire 86400
15 1 * * * /sbin/pfctl -t redirect -T flush
