config: Remove CONFIGURE_HAS_OWN_MOUNT_TABLE
RTEMS had the configuration option CONFIGURE_HAS_OWN_MOUNT_TABLE since
1999. This configuration option was broken since RTEMS 4.11. Remove
this broken configuration option.
