I did research to find an implementation of these so the RTEMS Project wouldn't 
be responsible for a complete implementation. I found 
[sadelibc](https://share.google/WNajVYB9ItdVpuVW2) and asked them if they could 
relicense to something compatible with RTEMS. They did where possible. The 
first step is to evaluate what's there and appropriately licensed, get it to 
build, and work on RTEMS. At that point you can add support to the RSB for it 
and add what's missing. If there is still GPL code in it, adding a configure 
option to disable it until replaced is likely a good idea.

I thought this was in the project description. There is an issue on the 
safelibc project about the relicensing.
