The requirement to handle no build date in build system is to allow existing 
tools in the field to work and so avoid needing a forced tool update and to 
support tools not built with the RSB. I would like all RSB built tools to have 
a build date to document the API level they contain.

The build date is a nice way to handle an API change. The inability to check in 
the build system only means the build breaks in a possibility confusing way.
