ecj is a java compiler and you need a Java compiler to build IcedTea. It does come from the Eclipse IDE but you don't need any of the IDE installed to use it. It's a command-line tool. On Fedora 8, I believe you should have the option of either installing java-1.5.0-gcj (recommended) or java-1.7.0-icedtea. Using the latter will require building with the --with-openjdk flag.
