This seems to appear with new versions of make, and has been fixed in the 9 build. See attached.
Just to mention that the highly problematic listener methods were removed early in JDK 9 so the debeaning and the escaping of dollars in this part of the build no longer exists. Just mentioning it as I suspect the changes in 9 aren't going to transport completely, starting with the Erik's patch that you attached is probably a better start.
