Michael Fang has supplied a patch that converts the man pages to UTF8. My fix here will need that patch applied to the jdk repo to work. I'll not supply it in the webrev though, it's large and hardly readable. It is attached to the bug report.

Note that the removal of the sed expression is safe since the VERSION tag is long gone.
