You can rebuild just the contents of a single module:
% make java.base java.base-libs java.base-launchers

From just a module dependency perspective, since everything depends on
the base module, everything should rebuilt.
The sjavac feature intends to provide the finer-level dependency
tracking and rebuilding you're asking for.
