From what I can tell then src.zip, going back to JDK 1.1 at least,
didn't ever include all .java sources. Aside from a few exceptions, the
sun.* classes were never included. We haven't changed anything in this
project, I don't think anything has changed in JDK 9 either. When
someone builds from the OpenJDK sources then there isn't any filtering,
at least not with JDK 8 or JDK 9.
