testing: tier[1-5], client tests and jcstress test group testing showed no new failures; spot checking of .jtr files also didn't find any anomalies

I don't think we should rev this without also updating the `requiredVersion` key in the TEST.ROOT file at the top of each test suite. That is, I think we want everyone to use the same minimum version of jtreg, irrespective of how they run the tests.

That's not how we've been doing things to-date. Some areas are still on 4.1.
