WIP, depends on #10083. At this point, we can switch to Ubuntu 22.04 as the base for GHA runners. GHA would switch `ubuntu-latest` soon: https://github.blog/changelog/2022-08-09-github-actions-ubuntu-22-04-is-now-generally-available-on-github-hosted-runners/
