I think I may have found the culprit... in application.rb line 221

installed.each do |spec|
        if gem(spec.name, spec.version.to_s)
        #  FileList[spec.require_paths.map { |path|
File.expand_path("#{path}/*.rb", spec.full_gem_path) }].
        #    map { |path| File.basename(path) }.each { |file| require file }

Was this an intentional change?
