I'm looking to restrict what a non-admin can build a bit more strongly....
Basically, I'm aiming towards: if you are not the package owner for this package under this tag you can't build it or tag it into that tag.
I don't see a test under the listed policy tests[1] that can help me towards that goal.
Any suggestions?
