This WEDI SNIP Business Issues Subworkgroup conference call was conducted from 3:30 - 5:00 PM Eastern time on Tuesday, April 2, 2002.  Cochair Zon Owen presided.

(1)  WEDI Privacy Policy Advisory Group (PAG)
 
Zon noted that WEDI has scheduled a special meeting for April 17 in Baltimore to discuss the 03/27/2002 Privacy NPRM.  Check the WEDI web site for more detailed information.
 
(2)  SNIP Transactions Workgroup Cochair Meeting Report
 
Both Donna Nyzio and Patrice Thaler have recently resigned as cochairs of the SNIP Transactions Workgroup.  Thus, SNIP is looking for volunteers to fill these two empty positions. Candidates will be run by the Executive Committee for approval.  Please contact Lin Quinkert, Marcallee Jackson, Peter Barry, or Zon Owen if you wish to volunteer someone, including yourself.
 
(3)  SNIP Listserv Use Guidelines & Etiquette
 
Zon has posted a draft "SNIP Listserv Usage & Etiquette Guidelines" document to the BI listserv and requested feedback.  Several suggestions have been received, including the avoidance of commercial and political messages.  Zon will review the suggestions and update these guidelines as needed.
 
(4)  Data and Code Set Compliance White Paper (WP) Review
 
Zon noted that the NCVHS has again requested our input on code set issues.  The SNIP cochairs have decided to use the original version of the Data and Code Set Compliance WP for this purpose, and then forward an updated version to the NCVHS once it has passed through the SNIP review process.
 
Lead author Liza Moran noted that the only significant changes in this version are to the Table of Contents and Outline, and the addition of a section regarding "Five-Digit Modifier Code Sets".  The purpose and scope remain the same.  There have also been some minor edits, and some sections have been updated to reflect developments since the earlier publication date.
 
Pam Cotham provided an update on changes to some of the medical code sets in response to the efforts of the National EDI Medicaid HIPAA workgroup (NEMEH) and others.  The results have been uneven, with progress in some areas such as waiver services, and some problems in others, such as with Durable Medical Equipment (DME) and supplies.  April 2002 appears to be the deadline for any changes that will be included in the 2003 HCPCS code set, and this early a cutoff could create some compliance problems later.
 
Zon asked that participants send questions and suggestions for improvements to Liza Moran for review and integration into an updated draft.  He and Liza will also confer as needed to address some wordsmithing issues.  We will review the results during our 04/30/2002 BI CC.
 
(5)  The Contingency Planning WPAG
 
This group was organized last November with Peter Barry, Zon Owen, and Kepa Zubeldia among the participants.  Related discussions were conducted at the recent WEDI SNIP and HIPAA Summit II West conferences, but the white paper itself has not been started yet.
 
(6)  Issues Data Base (IDB)
 
Item #126:  We discussed how and when information can be used when it is not part of the transaction set, what to do with attachments, and how to marry them with related claims and other documents.
 
(7)  Other Items
 
None.
