If someone would have an electronic copy of the Transaction Rule NPRM published by HHS in May 1998 and would send it to me I would be most grateful and sing their praises at the next SNIP meeting. I find critical need the NPRM just now and apparently did not move it off an old computer a couple years ago. A version in word processing format or HTML would be best. Many thanks.
