Here are my notes from Tuesday's WEDI SNIP Business Issues Subworkgroup conference call.  I have added a few items that weren't covered in the call, but that are still relevant.

This call was scheduled from 3:30 - 5:00 PM Eastern time on Tuesday, September 3, 2002.  BI SWG Cochair Zon Owen presided.
 
A.  Cochair Transition Plans:  No news.
 
B.  White Paper (WP) Status Reports
 
B-1.  Implementation Guide Selection SIG (Ruth Tucci-Kaufhold).
 
They were trying to get some material ready for a higher-level review by this Friday (09/06/2002), but this will be delayed as a result of the cancellation of the September SNIP meeting.
 
They want to report their industry survey results within the body of the WP, and are currently characterizing the response categories (> 80% agreement / 60 - 80% agreement / < 60% agreement).
 
They will probably recommend that the next phase of this effort be undertaken by an industry-wide consortium, which might be organized around the current DSMOs or the Data Content Committees (DCCs).  This phase would presumably encourage the industry to be more consistent in its billing practices.
 
The next SIG Conference Call is this Wednesday (09/04/2002).  Plan A is to get a high-quality draft WP to the SNIP Steering Committee ASAP, and then to the WEDI Board.
 
B-2.  EDI Addressing & Routing SIG (Peter Barry)
 
The extra time provided by the SNIP meeting cancellation can be put to good use, since they would like to make some of the associated material more specific.
 
B-3.  DDE WP Revision (Peter Barry)
 
Peter has reorganized and rewritten much of this document, which is now over 60 pages long.  He has moved many of the technical details to the appendices, which makes the earlier material more readable.  The answers haven't changed much, but they have been explained better.
 
The "equal treatment" and "no incentive" concepts have proved especially challenging.  The use of "screen scraping" techniques for developing provider input is also being discussed.
 
Zon & Peter discussed the applicability of the DDE exception to the enrollment and premium payment processes.
 
Claudia Faulkner discussed the use of DDE processes for the 278, and how requests for additional information, which are a valid part of the 278, would be handled in that setting. 
 
After an extensive review of the law and the regulations, Peter has concluded that the DDE exception can be used for any transaction for which a standard has been adopted.
 
Their next Conference Call is this Wednesday (09/04/2002), and they hope to have an approved draft, suitable for review by the BI SWG, by the end of that call.  [Note:  A need for additional changes was identified during that call, and an additional call has been scheduled for 09/11/2002.]
 
B-4.  Code Sets WP(s) (Zon)
 
Don Bechtel has agreed to contact Liza Moran regarding this.  At last report, the NCVHS is still interested in seeing an updated copy.
 
The "Data & Code Set Compliance" and the "Code Set Resolution" WPs are supposed to be merged, but we haven't gotten this effort organized yet.
 
There is considerable interest in our organizing an effort to encourage synchronization of code set update schedules to make it easier for everyone to keep track of what codes are valid at what times.  The AHA has also urged that something be done about this.  This has been discussed briefly at the Transactions WG level, but no decision has been reached yet.
 
B-5.  Contingency Planning (Zon & Kepa)
 
There has been a great deal of interest in this topic, but a shortage of qualified resources for pursuing it.  A related effort to develop a set of "Cliff Notes" for the guides (aka "HIPAA Helpful Hints") was undertaken following the June Denver SNIP meeting, but this is not an official SNIP work product.
 
Zon and Kepa have discussed the possibility of Kepa posting a list of contingencies for which covered entities should be planning to the BI SWG listserv, and encouraging discussion of it, but Kepa would prefer that someone else attempt this, since he has too many other things going on right now.
 
B-6.  Front-End Edits WP (Zon & Kepa)
 
This white paper is due for an update.  Kepa volunteered to post a revision for review, including an update on what is happening within X12 regarding the 824 and the 999 transactions.
 
B-7.  Trading Partner Agreements (Zon)
 
Zon noted that there has been some interest in revisiting this issue, but no such effort has gotten underway at this point.
 
C.  Other Stuff:  None.
