*Sr. Business Analyst *

*General Duties:*

The MMIS Sr. Business Analyst will report to the Requirements Manager and
will assist in:  the development of the Requirement process and document
standards; the analysis and solution definition; providing technical
recommendations and testing; and the project execution including the
elicitation of the requirements for a replacement MMIS, a multi-year effort
that will be one of the largest IT projects in the State. The requirements
may include functional and non-functional requirements; business and data
models; use cases; business rules; and/or other representations of business
and technical needs. The Sr. Business Analyst will assist the Requirement
Manager by mentoring other requirements and business analysts, and through
interaction with internal and external organizations and other persons as
deemed appropriate by the Requirements Manager.  The Sr. Business Analyst
will work with vendors performing outsourced work; representatives of
providers and beneficiaries in the State; and other stakeholders. The
requirements team will be involved in all phases of the project, including
design and test, which means the Sr. Business Analyst must continue to
provide leadership and functional/domain expertise even after completion of
the initial requirements analysis activities.



Seeking a Sr. Business Analyst with IT requirements elicitation and
requirement process experience, not a business analyst limited to operations
analysis alone.



Other related duties as assigned.



*Desired Skills and Experience:*

Experience eliciting requirements on one or more large IT projects.

Ability to start from a green field or a blank sheet.

Experience in MMIS [or other healthcare claims system(s)].

Experience in successfully transitioning systems and procedures/processes.

Experience with business process modeling/business process management (BPM)
systems.

Sound understanding of project management, risk management, and quality
engineering.

An understanding or working knowledge of enterprise architecture such as
TOGAF, etc. Any knowledge or experience with MITA would be helpful.

Strong understanding of software development life-cycles, how to apply
requirements.

Superb communications skills a (written and oral).

Effective listener.

Interview and questioning skills; ability to ask questions that reveal
and/or clarify uncertainties, disagreements, assumptions, and unstated
expectations.

Willingness and ability to effectively engage with people and organizations;
ability to get people w/competing, diverse interests to work together.

Technical background in IT is desirable, but not mandatory.
