Title: Applications Systems Analyst / Programmer (Senior)
Location:Houston, TX

Job Description:

A large energy utility based in Houston, TX is in need of a Senior Business
Analyst with strong exposure to SAS programming and Enterprise Guide 4.3.
The consultant will be responsible for running SAS programs that perform
quality control, validation, and error correction for residential metering
data.  The analyst will be responsible for analyzing the output from those
programs, and providing analysis, documentation, and updates to the
customer. Once the consultant has an understanding of the programs, the
second phase will be to migrate the SAS programs into an Enterprise Guide
Project for automation. The consultant will work as part of the customer’s
technical team and take direction from the end-customer.   Strong
communication, written, teaming, and coaching skills are required.

Skill Sets, Duties and Responsibilities:

This position requires a minimum of five years of increasingly complex and
progressive experience in performing statistical analysis, mathematical,
engineering or scientific settings using a variety of information
technology resources. Requires experience in SAS and familiarity with other
technical platforms.

Serve as a senior level statistical analyst that is skilled with SAS base
and statistical products as used in mainframe, server and personal computer
environments.  Apply working knowledge of electric industry processes
related to transactional data, statistical analysis and advance statistical
reporting.  Provide support in applying existing SAS programs used for data
extraction and reporting. Prepare ad-hoc reporting request, documentation,
and diagrams as requested.

Consultant musthave project experience with implementing advanced SAS
coding techniques to optimize performance and have developed best practices
for efficient coding due to constraints of hardware storage and memory.
Additional coding responsibilities would be to take ownership of legacy
code written by ex-employees and understand what the code does, how to
modify and enhance it, and how to make the code more efficient if necessary.


A Bachelor’s degree from an accredited college or university with a
curriculum or major field of study which provides substantial knowledge
useful in managing large, information system, a physical science,
engineering or a mathematics - intensive discipline, or an applicable
training certificate from an accredited training institution.

Proficiency Requirements:
(1)  Contractor must have proficiency in the application functionality and
connectivity of
      SAS Enterprise Guide to data sources on UNIX servers, Windows
Servers, Microsoft Office,and IBM mainframe datasets (disk and cartridge)
(2)  Contractor must have proficiency using SAS Access to ORACLE, PC file
formats, DB2,
and other ODBC compliant databases and data formats.
(3)  Contractor must have proficiency in interpersonal, oral, and written
communications
(4)  Contractor must have proficiency in data analysis with proven
expertise in data
       management, data quality, and data mining using Base SAS products
and advance
       SAS programming tools and techniques for code optimization.
(5)  Contractor must have proficiency, recent (1 year or less) experience,
and foundational
       understanding of quantitative analysis and its practice related to
an energy or other
scientific/technology industry.
(6)  Contractor must have project experience with implementing advanced SAS
coding techniques to optimize performance and have developed best practices
for efficient coding.

Job Responsibilities:
a.   Serve as a Business Analyst with a solid experience in:
•    data quality analysis,
•    statistical analysis
•    performing complex analytics and reporting
•    development and interpretation of business requirements documentation,
use cases,
process specifications and functionality documentation

b.   Perform as a statistical programmer and business analyst skilled in
applying:
(1)    SAS base and statistical products on multiple platforms
(2)    Guide accessing data from varied data sources and platforms
(3)    statistics and sound data quality processing standards and practices

c.    Run and monitor existing SAS programs and develop Enterprise Guide
interfaces
for existing SAS routines Enterprise.
