AFAIK, that document isn't written by the FSF, so it's not necessarily FSF's position. Meanwhile, IIRC, Producing OSS was written a long time ago, probably before it became abundantly clear that license enforcement could proceed with just some of the copyright holders. For its part, although some don't like it, BusyBox trailblazed in showing this was the case, through Erik's work. Note the quote above says the words "might have to cooperate" there.
