Sounds good,but a lot of thought would go into planning and executing such a site. The greatest challenge would be, as you mention in correctly IDing the species. It would require a lot of moderation. The site can be modelled on the Birdtrak (bird watching, recording http://www.bto.org/birdtrack/) site as done in the UK, with additional means to store and display user submitted images. Perhaps these images could be verified for ID by a chosen panel of voluntary experts from this group ?. Just my suggestions!
