It would seem to me that "operating event" is the superclass of "contest",
in that every amateur radio contest is an operating event.  Nets and such
are operating events, too.  In fact, I've concluded that any sort of
organized activity that involves operating would be well described as an
"operating event", so the term "operating event" is so vague as to be nearly
useless.

The question, then, would be to figure out the reason why the distinction is
important in this case.

Even the ARRL calls it an "operating event".
