You could ask ARRL if they have any experience with the lights. They have tested laptop power supplies, breakers, doorbells, and other devices for RFI. perhaps suggest the neighbor take them back to the seller for a refund or exchange. A big box store got busted several ago for selling uncertified fluorescent lights. If they are making that much noise then they are likely not tested and certified but falsely labelled.
