I feel there is a higher chance the instructions are read by a potential contributor when present on the website. Inexperienced people might not know HACKING can be important (at least, I didn't at first).Good idea, although it may be nice to include that section in HACKING itself and referring to that from the wiki.
So perhaps just copy the text to have it present in both? Jasper
