Ok, so the idea is that some patches are really not worth the
review cycle, because, well, obviously the reviewer can only
approve but that means more delay before the landing, so in a
case like this patch, the rule would apply.
But of course that requires agreement by all the voting devs (the
rule, not the patch, cooooome ooon :)
