Add ant-based build

In AXIS C++, we had an ant-based build. It was easy to understand and most
importantly, it was portable to non-unix systems that do not have the typical
tools used by unix platforms such as configure, libtools, automake, etc, such
as IBM i (aka OS/400).
I plan on attempting to do the same thing with Axis2-C.
