          Issue Type: Improvement
          Components: Rampart-core

1. Add support for parsing PKIPath tokens.
2. Do not fail an operation because there is no rampc:RampartConfig element.
3. Fix a bug where non-element (text) node is treated as element node causing a
crash.
4. Fix a bug with a dangling reference to soap_fault in soap_body in case
encryption is used.
5. Fix a bug where non-element (text) node is treated as element node causing a
crash.
6. Add support for PKIPath binary security tokens. Allow embedding binary
tokens directly inside BinarySecurityToken text (better interoperability with
e.g. SoapUI). Fix a bug where non-element (text) node is treated as element
node causing a crash.

These bugfixes depend on axiom_node_get_next_sibling_element() axiom API which
I introduced in AXIS2C-1582 (https://issues.apache.org/jira/browse/AXIS2C-1582).
