I've looked at your proposal, it's nice to see interest on reviving the framework...
Regarding JSON support, it was implemented in an unofficial repository ( https://code.google.com/p/axis2c-unofficial/) perhaps someone would like to have those changes ported to the project (in order to save effort)?
