Robert Lazarski resolved AXIS2C-1046.

Resolution: Won't Fix
1. Windows XP is completely obsolete - unsupported for over 10 years
2. The issue is 17 years old
3. Modern Windows versions have much better
Unicode/internationalization support
4. If someone encounters this issue on modern Windows (10/11), they
should file a new ticket with:
- Specific error messages
- Apache error logs
- Exact path that causes the failure
- Windows version details
